This is a fictional FiveM roleplay policy inspired by Australian and Queensland policing terminology. The current Grimshore penal code, server rules and authorised departmental directions remain controlling. Real-world sentencing maxima or powers are not imported unless formally adopted for Grimshore.

Internal Affairs is an independent professional-standards function rather than an ordinary operational rank.

GO 1.01

Purpose, authority and application

#

These General Orders establish the minimum standard for all sworn, probationary, recruit, specialist and authorised members of Grimshore Police. Members must act consistently with the Grimshore penal code, server rules, lawful command directions and these orders. Where they conflict, server rules and the current penal code prevail. Officers retain discretion, but must be able to explain why a decision was lawful, necessary, fair and proportionate.

GO 1.02

Mission and values

#

Grimshore Police protects life, preserves public safety, prevents and investigates offending, supports victims and maintains confidence in policing. Members demonstrate integrity, impartiality, accountability, courage, respect and service. Rank, friendship, faction, reputation or out-of-character knowledge must never influence an operational decision.

GO 1.03

Rank structure and command

#

Operational command follows rank when the senior member is present, competent and has assumed command. A specialist may control the specialist component of an incident while the overall incident commander retains coordination. Internal Affairs is an independent professional-standards function, not an ordinary operational rank. Orders must be lawful, clear and within roleplay and server rules.

GO 1.04

Duty status, equipment and appearance

#

Members must enter duty through the approved system, use an authorised callsign, wear the uniform or plain-clothes identification approved for their assignment, carry only qualified equipment and confirm radio, body-worn camera and MDT access. Damaged, lost or discharged equipment must be reported before clearing duty.

GO 1.05

Professional conduct and confidentiality

#

Police information is accessed and disclosed only for a legitimate policing purpose. Members must not misuse authority, harass participants, fabricate grounds, favour associates, seek personal benefit, disclose protected information or use out-of-character knowledge. Conflicts of interest must be declared to a supervisor and the member withdrawn where impartiality could reasonably be questioned.

Part 02

Grimshore Police General Orders

Communications, dispatch and 000 response

GO 2.01

Radio discipline

#

Use plain English, concise transmissions and the assigned callsign. State unit, location, event and assistance required. Urgent traffic takes priority. Do not broadcast sensitive tactical, medical or identity information when a safer channel or MDT entry is available.

GO 2.02

Dispatch and status

#

Acknowledge assigned jobs, update en route/on scene/transporting/clear status, and record material developments. The first unit gives an initial situation report. Units should not self-attach to major incidents unless requested, reasonably close, or responding to an immediate threat to life.

GO 2.03

000 calls and priorities

#

000 is the emergency number for Police, Ambulance and Fire. Priority 1 is an immediate threat to life, active violence or officer urgent assistance; Priority 2 is urgent serious harm or a rapidly developing incident; Priority 3 is routine with no immediate threat. Response driving must still be safe and proportionate.

GO 2.04

Officer urgent assistance

#

An officer requiring immediate help should transmit callsign, location, threat and description if possible. Dispatch clears the channel, assigns responding units and notifies a supervisor. Responding officers use judgement to avoid creating a second collision or crossfire.

Interagency communications

#

Police coordinate security and criminal investigation; Ambulance controls patient triage and clinical treatment; Fire and Rescue controls fire, rescue and hazardous-material functions; Wagner operates only within an authorised tactical assignment. Establish a shared command point for complex events.

Part 03

Grimshore Police General Orders

Vehicles, emergency driving and pursuits

GO 3.01

Police vehicles

#

Only members trained and authorised for the vehicle class may operate marked, unmarked or specialist vehicles. Conduct a pre-duty check, account for issued equipment and report damage. Police vehicles are not to be used for personal transport or unnecessary high-risk driving.

GO 3.02

Emergency driving

#

Warning devices request, but do not guarantee, right of way. Slow sufficiently at red signals, blind intersections and pedestrian areas to confirm a safe path. The driver remains responsible for speed, spacing and road position. Emergency response must cease when risk outweighs operational need.

GO 3.03

Vehicle intercepts

#

Select a safe stopping location, notify dispatch of registration, vehicle description, occupants and position, approach using cover and maintain observation of hands. Explain the reason for the intercept and record enforcement action. A high-risk intercept requires coordinated positions, clear commands and control of crossfire.

GO 3.04

Pursuit initiation and continuation

#

A pursuit may begin only when the need for immediate apprehension outweighs the foreseeable risk. Consider the suspected offence, threat posed, traffic, weather, pedestrians, vehicle capability, identity of the driver and safer alternatives. A pursuit for identity or minor traffic enforcement alone should normally be discontinued once risk becomes unreasonable.

Broadcast reason, vehicle, location, direction, traffic and known identity.
Reassess
Offence seriousness, public risk, speed, conditions, pedestrians, unit capability and alternatives.
Terminate
Discontinue when risk is no longer proportionate; state termination and last known direction.

GO 3.05

Pursuit roles and supervision

#

The primary unit broadcasts reason, location, direction, speed, traffic and vehicle details. The secondary supports radio and navigation. Other units avoid parallel racing. A supervisor promptly reviews and may restrict or terminate the pursuit. Every officer may discontinue if conditions become unsafe.

GO 3.06

Tactical intervention and road devices

#

Tyre-deflation devices, roadblocks, boxing-in, tactical contact or ramming require appropriate training and supervisor authorisation unless immediately necessary to protect life. Do not deploy into crossfire, crowds, sharp drops or locations that create disproportionate danger. Record the authority and result.

Vehicle impound and seizure

#

Impound for lawful traffic or public-safety reasons; seize when the vehicle is evidence, proceeds or an instrument of offending under the Grimshore penal framework. Photograph condition and contents, record registration and owner, state the grounds and preserve evidentiary continuity.

Stops, searches, arrest and custody

GO 4.01

Consensual contact, detention and arrest

#

A consensual contact may be ended by the person. Investigative detention requires articulable grounds and lasts only as long as reasonably necessary. Arrest requires a lawful basis under the current Grimshore penal code or warrant. Tell the person they are under arrest and the reason as soon as practicable.

GO 4.02

Searches of persons

#

A search must rely on consent, arrest, warrant, officer-safety grounds or another recognised authority. Consent must be voluntary and within scope. A protective pat-down is limited to weapons or dangerous items. Intrusive searches require stronger authority, privacy and appropriate documentation.

GO 4.03

Premises and vehicle searches

#

Record the legal basis before searching. Consent searches remain within the permission given and stop if valid consent is withdrawn, unless another authority exists. Warrant searches follow the listed premises, persons, items and time limits. Emergency entry requires an immediate and reasonable need such as preserving life or preventing imminent serious harm.

GO 4.04

Warrants

#

Applications must identify the person or place, supporting facts, requested authority and evidentiary objective. Do not omit material contrary information. Confirm a warrant is active and within scope before execution, brief the team, minimise unnecessary damage, inventory seized property and update the MDT when completed or expired.

GO 4.05

Restraints and transport

#

Restraints are used according to escape, safety and evidentiary risk, not as punishment. Check fit, monitor the prisoner, use seatbelts, search the transport area before and after, separate incompatible prisoners where practical, and promptly address injury, intoxication or medical distress.

Processing and charging

#

Confirm identity, arrest grounds, each offence element, evidence and disposition. Use only offences in the current Australian-framed Grimshore penal code; do not invent statutes or copy real-world maximum penalties. Avoid duplicative charges for the same conduct unless distinct elements are supported. Record fines and custodial outcomes accurately.

GO 4.08

Release, bail and transfer

#

Release without unnecessary delay when grounds no longer exist or processing is complete. Record bail or release conditions exactly as authorised. When transferring to corrections, court, medical or another agency, communicate identity, risk, property, charges and outstanding medical needs.

Part 05

Grimshore Police General Orders

Use of force

GO 5.01

Core standard

#

Force must be lawful, necessary, reasonable and proportionate to the threat and policing objective. Officers continually reassess. The least harmful reasonably effective option is preferred, but officers need not move mechanically through every option. Punitive, retaliatory or force used solely for verbal disrespect is prohibited.

Balanced against the threat, resistance and likely harm.

GO 5.02

De-escalation and tactical communication

#

Where time and safety permit, identify as police, explain the objective, give clear directions, allow a reasonable opportunity to comply, use cover and distance, slow the event, call appropriate resources and consider mental-health, disability, language or intoxication factors.

GO 5.03

Physical control and restraints

#

Control techniques must match active resistance, assaultive behaviour or escape risk. Stop force once control is achieved. Avoid pressure that restricts breathing and do not leave a restrained person prone longer than necessary. Check responsiveness and position for safe breathing.

GO 5.04

Conducted energy weapons and less-lethal options

#

Use only when trained and when the option is proportionate to active aggression or a credible threat. Consider falls, flammables, water, height, pregnancy indicators and vulnerable persons. Give a warning where feasible, arrange assessment after deployment and preserve cartridge/probe or other evidence.

GO 5.05

Firearms and lethal force

#

Lethal force is justified only to protect a person from an imminent threat of death or serious injury. Identify the target and backdrop, minimise crossfire, stop firing when the threat ends and do not fire warning shots. Shooting at a moving vehicle is reserved for a lethal threat that cannot reasonably be addressed by moving out of its path.

GO 5.06

Medical care and reporting

#

After force, secure weapons and threats, provide first aid within training, request Ambulance where injury or exposure warrants it and monitor the person. Notify a supervisor. Complete the incident, evidence and use-of-force records before end of duty unless medically or operationally prevented.

GO 5.07

Officer-involved shooting or death

#

The scene becomes a critical incident. Preserve life, separate involved members when practical, secure weapons according to supervisor direction, protect evidence and identify witnesses. An uninvolved commander and Internal Affairs lead administrative review; the criminal investigation, if any, remains independent. Do not coordinate accounts.

Investigations and evidence

GO 6.01

Initial investigation

#

The first officer protects life, detains threats, establishes a scene, identifies involved persons, prevents contamination, records spontaneous statements and provides an initial briefing. Record what was observed, not merely conclusions.

Witnesses, victims and suspects

#

Separate key witnesses where practical, record reliable identity and contact details, use open questions and preserve exact significant words. Treat victims respectfully and explain next steps. A person is not labelled a suspect without an articulable evidentiary basis.

GO 6.03

Scene management

#

Create inner and outer boundaries proportionate to risk, maintain an entry log for major scenes, nominate a scene officer, protect transient evidence and coordinate Fire or Ambulance access. Release a scene only after the responsible investigator confirms necessary work is complete.

Collection and continuity

#

Every exhibit requires a unique identifier, description, collector, date/time, location and linked case or incident. Photograph items before movement where practical. Package to prevent loss or contamination and record every transfer. Unexplained gaps in continuity must be disclosed, not concealed.

GO 6.05

Kartik Evidence workflow

#

Create or confirm the MDT incident/case before finalising evidence. Use Kartik Evidence to record the exhibit and its metadata, then link or cross-reference the evidence identifier in Kartik MDT. Weapon evidence should include serial, label, ammunition information, owner/registration details when available and recovery circumstances. Correct duplicate or mislinked entries through an auditable amendment.

GO 6.06

Digital, CCTV and body-worn camera evidence

#

Record source, relevant time window, account or device, acquisition method and integrity notes. Do not edit an original. Preserve an original copy and identify any working extract. Body-worn camera should be activated for enforcement, searches, arrests, pursuits, force and critical interactions when practicable; interruptions are explained in the report.

Case management and closure

#

Use an incident for the shared event and associated evidence; use reports for individual officer narratives or investigative actions; use warrants and court records in their dedicated modules. A case is closed only after evidence, charges, outstanding tasks, property disposition and victim notifications are addressed.

GO 6.08

FiveM scene evidence

#

Treat evidence generated by Grimshore systems as the authoritative in-world artefact. Officers may locate and collect supported items such as cartridge cases, blood, fingerprints, DNA traces, weapons, projectiles, narcotics, documents or other configured exhibits. Do not manufacture evidence through narrative alone, assume a result the system did not produce, or use information visible only through an out-of-character interface.

GO 6.09

Collection procedure

#

Before collection, secure the scene and photograph or describe the exhibit in place. Use the correct evidence equipment and interaction provided by Kartik Evidence. Confirm the generated evidence identifier and metadata, use the appropriate evidence container where supported, and record exact recovery location, date/time, collector and condition. Nominate one collection officer at smaller scenes to reduce duplication.

Control access, nominate a collector and prevent contamination.

Photograph or describe the exhibit in place and note exact location.

GO 6.10

Firearms and ballistic evidence

#

For a recovered firearm, make it safe in roleplay, preserve its state, record label, serial, ammunition and recovery position, and check the Kartik MDT weapon registry. Link cartridge cases, projectiles, residue or ballistic results only where produced by the configured evidence system. A registry match identifies an administrative owner; it does not by itself prove who possessed or fired the weapon.

GO 6.11

Biological, fingerprint and DNA evidence

#

Use protective equipment and separate packaging to minimise cross-contamination. Record the surface or location from which each sample was collected. A database association is an investigative lead that must be assessed with opportunity, transfer and scene context. Do not treat a DNA or fingerprint result as automatic proof of the entire offence.

GO 6.12

Evidence submission and analysis

#

Associate each Kartik Evidence item with the correct case or incident identifier, then cross-reference it in Kartik MDT. Submit through the configured analysis workflow and wait for the system result rather than inventing a laboratory conclusion. Record the result time and analyst where available, notify the case officer of material findings, and preserve inculpatory and exculpatory results equally.

Kartik MDT and information security

GO 7.01

Authorised use

#

MDT access is role-based and for legitimate duties only. Never search friends, rivals, public figures or streamers out of curiosity. Do not share credentials or leave an unlocked MDT unattended. Report suspected compromise immediately.

Record standards

#

Entries must be accurate, objective, relevant and attributable. Distinguish allegation, observation, intelligence and proven outcome. Avoid insults, speculation and out-of-character material. Use Australian spelling and Grimshore terminology, including licence, offence, authorised, defence, registration and infringement.

Persons, vehicles and weapons

#

Verify identity before changing criminal history, licences, alerts or assets. Vehicle entries should use registration details and clearly distinguish owner from driver. Weapon records must preserve serial, label, owner/citizen identifier, image where applicable, registration status and evidence links.

Reports, incidents and alerts

#

Create one primary incident for a connected event and link member reports rather than fragmenting records. Alerts must state the risk, supporting basis, expiry/review point and contact officer. Remove or update alerts promptly when no longer justified.

GO 7.05

Corrections, deletion and audit

#

Correct errors transparently, noting what changed and why. Deletion is exceptional and restricted to authorised administrators because it can destroy audit or evidentiary value. Internal Affairs may review access and change logs. Attempting to conceal access or alter logs is serious misconduct.

Medical and sensitive information

#

Access medical information only where relevant to safety, custody or an active investigation. Ambulance remains responsible for clinical content and patient care. Protected witnesses, undercover matters, Internal Affairs files and tactical plans receive the highest practical access restriction.

Traffic enforcement

GO 8.01

Enforcement philosophy

#

Traffic enforcement reduces harm and supports fair, predictable road use. Choose education, warning, infringement, defect action, impound or arrest according to seriousness, history, attitude only insofar as it affects risk, and evidentiary strength. Quotas and discriminatory targeting are prohibited.

Speed, dangerous operation and evasion

#

Record observation method, location, conditions, measured or estimated speed and driver identity. Dangerous operation requires conduct and risk beyond a bare speed allegation. Evasion requires evidence the driver knew of police direction and deliberately failed to stop. Pursuit decisions remain separate from charging decisions.

Drink and drug driving

#

Use approved testing and evidentiary procedures, record times and observations, and arrange safe disposition of the vehicle and occupants. Medical treatment takes priority. Do not claim a numerical threshold or test result that the server system did not produce.

Licences, registration and defects

#

Verify licence class/status and vehicle registration through the MDT. For defects, describe the condition and safety impact. Impound or prohibit continued driving only where authorised and proportionate.

Serious traffic incidents

#

Protect life, prevent secondary collisions, request Ambulance and Fire, establish traffic control, identify drivers and witnesses, photograph vehicle positions and marks, and preserve suspected mechanical or impairment evidence. A fatal or life-threatening collision requires supervisor and investigator attendance.

Critical incidents and incident command

GO 9.01

Incident command

#

The first officer establishes provisional command and states location, threat, priorities and resources. Command transfers must be explicit. Use functional leads for operations, perimeter, negotiations, investigation, traffic and liaison as scale requires. Maintain a decision log for major incidents.

GO 9.02

Armed, barricaded and hostage incidents

#

Contain, communicate and coordinate. Avoid unnecessary confrontation, identify safe evacuation routes, request specialist and negotiation capability, control information and do not promise outcomes beyond authority. Immediate action may be necessary to stop an active threat to life.

Robbery and active threat

#

Respond using cover, identify offenders and hostages, prevent crossfire and communicate descriptions. During an active lethal threat, officers prioritise stopping the threat and enabling rescue. Once contained, shift to planned command and negotiation.

Public disorder

#

Distinguish peaceful assembly, isolated offending and collective violence. Give clear directions and avenues to comply where practical. Arrest and force target individual conduct wherever feasible. Document declared areas, warnings, authority, tactics and injuries.

Explosive, fire, hazmat and mass casualty events

#

Do not use radios or approach suspicious devices contrary to bomb-safety direction. Establish distance and evacuation, request Fire and specialist support, and preserve access routes. In mass casualty incidents, Ambulance leads triage, Fire leads rescue/hazmat, and Police lead security, investigation, traffic and family-information coordination.

Interagency operations

GO 10.01

Grimshore Ambulance

#

Ambulance has clinical authority over patient assessment, treatment and transport. Police secure the scene, communicate known hazards and facilitate access. Police custody does not override urgent care. Sensitive medical details are recorded only when operationally necessary.

Fire and Rescue

#

Fire and Rescue controls suppression, technical rescue and hazardous-material zones. Police establish public safety perimeters, traffic management and criminal-scene continuity. Officers must not enter a hot zone without approval and suitable training/equipment.

Wagner

#

Wagner personnel have only the authority granted by server rules and the specific authorised assignment. They do not replace ordinary police command, conduct unrestricted policing or access police information by default. The joint-operation brief must state task, commander, powers, identification, communications, force expectations and evidence handover.

Joint operations and scene responsibility

#

Crime and security are led by Police; patient care by Ambulance; fire, rescue and hazmat by Fire and Rescue; an authorised tactical task by Wagner within its brief. Agencies maintain their professional independence while sharing a common operating picture. Disputes are escalated through commanders without delaying urgent safety action.

Training, qualifications and development

GO 11.01

Recruit training

#

Recruit training covers law and penal-code use, ethics, radio, 000 response, MDT, evidence, stops, search and arrest, custody, use of force, driving, pursuits, interagency work and scenario assessment. Recruits operate only within authorised training conditions.

Probationary Constable program

#

Probationary Constables work under graduated supervision, maintain an evidence-based task book and receive documented feedback. Sign-off requires consistent safe performance, not time served alone.

Field Training Officers

#

FTOs model policy, set clear objectives, permit safe decision-making and document strengths, risks and remedial needs. They must not use humiliation, invent standards or sign competencies not observed.

Specialist qualification and currency

#

Emergency driving, pursuit intervention, firearms, less-lethal equipment, investigations, tactical roles, aviation, marine, K9 or other specialist functions require approved training and any required currency. Expired or suspended qualification means the member does not perform that function except to protect life.

Remedial training and promotion

#

Remedial training addresses a defined gap with objectives, support and reassessment; it is distinct from discipline. Promotion considers conduct, competence, judgement, contribution, leadership and training currency, not popularity or tenure alone.

Supervision and command

GO 12.01

Frontline supervision

#

Sergeants and Senior Sergeants allocate resources, coach members, review arrests, force, pursuits and reports, respond to significant scenes and correct unsafe practice. Supervisory approval never cures an unlawful action.

Inspectors and command officers

#

Inspectors and above manage operational readiness, major incidents, workforce standards, interagency relationships and policy compliance. Superintendent and executive ranks control departmental administration according to assigned permissions. Command records significant decisions and conflicts.

Report review

#

Reviewers confirm lawful grounds, offence elements, evidence links, clear chronology, appropriate charges, force and pursuit reporting, and privacy. Return inadequate work with specific instructions. Do not silently rewrite a member account or approve known inaccuracies.

Welfare and post-incident support

#

Supervisors check welfare after violence, death, serious injury or distressing scenes, arrange relief where required and protect confidential support access. Welfare action is not a presumption of misconduct or incapacity.

#

Members must report suspected corruption, fabrication, evidence tampering, serious excessive force, discriminatory conduct, information misuse or retaliation. Do not investigate a complaint in which you are involved.

Internal investigations

Internal Affairs defines allegations, preserves procedural fairness, restricts access, gathers records and accounts, and distinguishes criminal, administrative, training and performance issues. Findings use the applicable standard set by Grimshore governance and must be supported by reasons.

Evidence, confidentiality and retaliation

#

Professional-standards material is accessed only by authorised personnel. Preserve body-worn camera, MDT audit, dispatch, evidence and communication records. Retaliation, coaching accounts, deleting records or disclosing a protected investigation is serious misconduct.

Outcomes and review

#

Outcomes may include no action, guidance, remedial training, warning, restriction, demotion, suspension, removal or referral under server governance. Decisions should be consistent, proportionate and documented. Affected members are told the outcome and review avenue to the extent confidentiality allows.

#

Require documented authority, limited dissemination and clear separation between verified fact, assessment and untested information. Do not provoke offending that would not otherwise occur. Deconflict operations and record disclosure risks.

Members operate within qualification and published unit directions. Where a specialist manual conflicts with these General Orders, the higher safety and accountability requirement applies unless command formally resolves the conflict.
